The genesis of Kasey Alerts can be traced back to May when lawmakers passed the legislation, and the first alerts were initiated in November. The system’s namesake, Kasey Russell, disappeared in 2016 at the age of 29 while traveling with his girlfriend. His mother, Annetta Russell, faced challenges enlisting police support during the search for her son. Tragically, Kasey’s remains were discovered last year near the location he was last seen. Annetta Russell expressed her hope that Kasey Alerts could make a difference for other Oklahoma families, honoring Kasey’s caring and helpful nature.

Under the new law, law enforcement agencies can trigger Kasey Alerts whenever an adult between the ages of 18-64 goes missing, provided investigators believe the person may be at risk. This extends the existing alert systems for children (Amber Alerts) and older adults (Silver Alerts). To ensure the effectiveness of Kasey Alerts, advocates stress the importance of providing comprehensive information about the missing person, including any concerning circumstances or signs of unusual behavior.

One distinctive feature of Kasey Alerts is their potential impact on addressing the Missing and Murdered Indigenous Persons (MMIP) crisis. The alerts can be activated for any missing adult at risk in Oklahoma, but when a tribal citizen is involved, additional information must be included on how to contact tribal law enforcement agencies. This proactive step aims to streamline investigations by eliminating jurisdictional ambiguities that have previously hindered cases, including Kasey Russell’s.
